It's not just Norwich. Less than 1% of youth team players actually make a first team

squad. Even fewer become regular first team players.

Assuming we have about 50 youth in the U21/U18 categories that means we should have a player joining the first team squad every couple of years. The list you provided yourself is evidence of tha.

As for a regular starter, which is a lot rarer, then Rowe would fit that category (assuming you don't want to count Fisher).

In summary Norwich in terms of youth development are doing par for the course.
