a car came up the area that is all blocked off to traffic tooting his horn and bullying people to get out of the way i think it was the the same day the liverpool maniac changed his plea to guilty to mowing down 134 people or that might have been the next dat but i digress. anyway thankfully nobody got hurt and they beeped there way into the night sky.
i actually wrote to the club stating that the driver seemed agitated and thankfully nobody came to any harm but i asked why the stewards just moved the barriers and let them through?
a short time later...
i get an email response from the Head of Venue Operations...

Dear......
Thank you for raising your concern to us regarding the unusual situation on Carrow Road following the match on Tuesday night. I can appreciate how unnerving the incident must have been to observe, particularly considering your previous experience.
Our Safety Officer had not been made aware of the situation so raised the concern with Core Highways. They have responded to inform us that the car had been allowed through the closure by their operative on the evening as there was a child in the car having a medical emergency. This would link in with the reason for the driving being impatient and agitated.
Whilst we can now appreciate why the car had been allowed to continue its journey, it highlights that procedure wasn’t followed and our control room should have been informed so, if necessary, we could have provided an escort to the driver or even diverted them to our own medical centre. This oversight in operational process has been reviewed with Core Highways so we can ensure best practise is followed.
To reassure you further we do regularly meet with a Safety Advisory Group, made up of local council, highways, and emergency services to ensure we comply with all safety requirements. I will bring this incident to their attention too.
