Its actually pretty simple.

The SD and the people under him are paid to get success /results.

Based on our spend are we doing well poorly against our competition in the same division.

Its the same criteria a coach is judged on.

This is a results based business but should always be judged on context.

As an example if the Sheff Wed manager were to keep them up this season by one point that should be judged as success.
If we were to finish mid table this season that should be judged as failure.
