Yes, VB is fine for prototyping
Trouble is those VB prototypes too often magically turn into fully blown production systems using COM to interface to C++. Then I end up maintaining the bastard!
C# I don't know, but , in any case, they appear to be killing it off with the introduction of C++/CLI in Visual Studio 2005, which appears to be break standard C++ ...
