The £66m is set against the para payments

Ie we pay it back with those. Unless we have any left over, that £66m is spent.

We could borrow more but we have no more incoming funds to repay any additional loans (without selling players in the future - so a gamble that they’ll be worth enough).

If we want to spend, we need to raise funds (ie sell players now or gamble with our future)
