There is indeed reckless speeding which needs to be punished. But creeping one mph over on a motorway is something you really can only be sure to avoid if you drive 10mph under it consistently, which can be just as dangerous due to affecting the flow. Temporarily speeding to avoid a situation is also occasionally a necessity. I do not mean gunning it to 100mph.

Fines for that are simply cash cows with no purpose regards safety.

However, feel free to keep arguing something you apparently have no understanding of. It’s making you look very clever.
