This is true, although I am still very surprised that

modern cars have long had the technology to do this themselves.

Why would you bother with a phone? It would be very simple these days to network (modern) cars on the road, instantly report speeding, sudden deceleration (i.e. a crash), patterns of erratic driving (e.g. sustained weaving), major detected malfunctions - which can be then alerted to other vehicles in the vicinity as a risk ahead etc.

Several matching reports of potential issues on the road could trigger a focus on cameras on that road to see what is happening and respond if necessary.

It could even manage speeding in a more intelligent way - report if sustained speeding or extreme speeding in a built up area, and if momentary then make a note and only report if it becomes a regular occurrence with that car.

But hey, on the other hand doing that would mean they can't fine you for going 1mph over a 70 limit on an empty motorway for the 1 second it takes to trigger the speed camera, and any automatic collision detection is a little useless if it is going to take am ambulance 12hrs to turn up anyway.
