You make a decent point, but as domestic power use becomes more efficient some of the larger projects would seem to best fit being tied to energy hungry industry.

Reducing infrastructure costs (the infrastructure not needing to be universal)

Repairing/updating/improving existing infrastructure will be needed regardless (see: water)
