They ae new shares, so anyone who is an existing shareholder will get diluted by circa 25%. If you dont take up your allotment, then those new shares can be aquired - i would guess in this case by Attanasio. So if the Smiths dont take up their allotment and attanasia buys theirs, that gives him the chance to increase his %holding by c12%. He could also buy any others who dont want to take it up.
