from what i have picked up from my son
who goes to watch England , is that you have to join the England travel club , you then have to go and watch England initially at Home games and most importantly you have to attend i.e go through the turnstile , that way you gain points ( they call them caps ) and so when tickets are made available for away games or tournaments depending on how many caps you have determines where you are in the queue for tickets
as a result he got to attend one group match and all the England Wembley games in the knock phase including the final
There are off course other ways to get tickets including Touts
