I agree with this.

Having watched the Maguire pen a few times, Maguire arguably initiates the contact by grabbing/pulling the defender, and then has hold of him throughout the incident. Sure, the defender has a good hold of Maguire too, rugby style, but I can definitely see why that wasnt given.

The shirt pull at the end that led to the Iran penalty was much more clear cut. Big handful of jersey, and limited contact from the Iran striker. Pen.

There was a similar argument for the Argentina penalty - both players had a hold of each other - but I think the defender initiated the contact and kept it going before the grappling started back the other way. Pen.
