i think the law is there more to encourage the goalkeeper

to distribute the ball quickly so he doesn't hold the ball for ever

And refs are acting more when they perceive the goalkeeper are holding the ball for to long

frustrating as it is especially late tonight when the Luton keeper holds the ball for to long when we are chasing a winner/equalising goal , their are bigger things in the game to get bent out of shape about
