We had already qualified

by virtue of winning the League Cup in 1985. We would also have qualified by virtue of our fifth place in 1987, and our fourth place in 1989. We also wouldn't have been sweating on Arsenal winning the FA cup in 1993.
Other clubs for whom an exception wasn't made were Luton, Coventry and Wimbledon. But then their fans didn't commit murder in Belgium either.
