find a good player , make offer , we get turned down so we move on to another player , who is not so good ,make offer get turned down , move on to next player on the list until someone accepts our offer

original player has a fantastic season , in fact everyone who turns us down goes on to better things ... except the player we sign

Off course this doesn't happen all the time but sure feels like it
