It's just a verification method that will only kick in at the gate/entrance.

(Apols, but at work we regularly get people spout 'blockchain' or 'AI' as though it's a mystical fix to problems. It's the modern equivalent of saying "we'll computerize it" from 30something years ago. It's a mechanism, not an answer.)
