The government said it had banned Russian ships. This was a Cyprus ship. The government didn't say it had banned non-Russian ships carrying Russian cargoes. The point of the quote is to show that it doesn't really matter that they didn't ban non-Russian ships carrying Russian cargo, because that only affects a tiny handful of ships which were already at sea, whereas the point of the sanctions was to bugger Russia right up the jacksie, and that has been achieved - the sanctions have "effectively paralysed shipping to and from Russia".

So get your head out of the sixth form debating society "evil useless lying Tories" and do some actual thinking. Fuck me.
