Too few incentives for peace talks

Russia isn’t yet in a strong enough military position to ‘win’ anything from the talks.

Western sanctions are still too much of a joke for Ukraine to ‘win’ anything from talks..

Both sides need more time to build their bargaining positions and create meaningful disincentives on Russia to continue the annexation / Ukraine to accept Russian demands.

Neither side is in a position to concede anything right now without it looking like a capitulation.
