It can, but you can avoid the worst of it by coming off at J20

and coming in along Hempstead Rd pas the Grove, then down Rickmansworth Road and parking somewhere over that way.

Or at least you could back when I lived in Watford, which I suppose is 15 years ago now!

In my experience, there used to be queues coming into watford past the grove, but they moved pretty steadily. The ring road was a nightmare, but generally easy to avoid if you know how!
