In a lawyerly way... I think that it's all in the punctuation...

On the ball, City, never mind the danger,
Steady on, now’s your chance,
Hurrah! We’ve scored a goal.

The exclamation mark might be viewed as ending that phrase, with the "We've scored a goal." again referencing the past (as does most of the first part of the song...)

Probably needs to be resolved by the Sports Court of Arbitration.
