Having Covid before does not give exemption

If that is the reason that the tennis authorities or local government gave for him having exemtion, then they got it wrong. Federal government that controls borders says not an exemption for previous infection. Therefore, if he has no medical exemption, he's not allowed in. Their PM will look pretty stupid (in an election year!) if this isn't correct.
