Not sure thats right is it. There are 5 tiers of leagues which are defined as "top leagues

if you look at the FA guidance. Norway isn;t one of them although quite why when you have a few obscure South American leagues, the Chinese League and other scandinavean leagues such as Denmark, i'm not sure. Seems a notable ommision.
