The manager stuff seems quite straight forward

If they are in the top leagues, they are coming to be first team manager and you don't have a manager then it seems you can sponsir them and they will get FA approval.

Unfortunately Norway isn't a top league so it seems we would have to apply for an "exception" which basically involves going in front of a 3 man panel and persuading them he's a good coach who will be a benefit to the game.

Thats the FA side of it anyway. Not sure whether if you pass that then its good enough for the Home Office or there are other criteria.
