Arsenal's for instance is huge, because football started becoming globalised when they were still a top power and noted particularly for a stylish brand of football that made them attractive to new fans. The whole point of this competition is to take actual sporting merit out of the equation (so you keep getting the big money however sh*t you are)
Leicester might be currently better than Arsenal but they don't bring in as many global viewers so they're not wanted.
