what you are saying is the most clubs have been leeching off these clubs for years (since without those clubs you can't earn decent income), so you're putting the exact argument as to why they feel they deserve a bigger slice of the cake.
It's a bit like the academy changes that were pushed through to enable clubs to pick off smaller clubs young talent for next to nothing - once you have made those clubs dependent on your money you have the means to blackmail them into giving you want you want.
That's what they figure will happen here - for all their posturing the other PL clubs (or at least enough of them) will opt to do whatever keeps their revenue highest, which means not kicking them out.
