if a country didn't want it use their allocation now then it would seem sensible

to give that allocation to some one to use. that way some people get vaccinated quicker than they would have done rather than lots more people have to wait.

If my jab was due say End April the I would not be happy if vaccines were sitting in Fridge somewhere, potentially for months, when it could protect me now.
