I heard quite a while ago that he has mapped out provisional squads three seasons in advance based on whichever division we are in.

All this is saying is that the plans for 2021/2 are now working on being in the premier league rather than the worst case from this season of league one next year. He probably already has provisional plans for 2022/3 for premier league or championship in place.

It’s simple good management practice to avoid knee jerk recruitment and pursuit of lost causes (e.g. Naismith)
