I had a colleague who was a ref
He said there is generally an intent to stop the game while it is in an active phase not a passive phase. So let a free kick be taken and then stop rather than stop before the ball is moving.
The ref may well let the game continue until they feel there is a suitable 'active phase' to end the game.
