Its a poorly drafted contract to be honest
5.1 requires theym to use best reasonable endeavours to manufacture the Initial Doses in the EU (not including the UK).
But 5.4 says they have to try and manufacture the Vaccine in the EU (including the UK) and that if they are struggling to meet targets they have to use best reasonable endeavours to agree contracts with new manufacturing facilities.
The delivery dates are all given as "estimates" and sgtated "subject to regulatory approval."
Its a mess and it may be that it can be argued that Best Reasonable Efforts requires them to export some doses from UK factories to try and up their supply to the EU but it is absolutely by no means clear cut and it could eually be interpreted the other way.
