it is the brains response to light from the visible spectrum passing through the
human eye and brain together translate light into colour. Light receptors within the eye transmit messages to the brain, which produces the familiar sensations of colour. Newton observed that colour is not inherent in objects. Rather, the surface of an object reflects some colours and absorbs all the others. So some surfaces reflect some of the visible colour spectrum and absorb others hence the colour of the card. it's far more complex than that but you get the gist.
