The interconnections are messy

If the bulk of hospital beds are being taken up with the extremely elderly then actually freeing as many of those up as possible by vaccinating those dudes would leave more space for people more likely to recover if they receive treatment.

With that in mind, I think they have it broadly right.

I'd still prioritise health care workers and care home workers - which makes sense to me on a variety of levels.

Trying to make a moral judgement on who has the most worthwhile years left is pretty much impossible.

(how to compare a fit and active 80 year old with a 50 something with life threatening liver damage...?

Glad I don't have to draft guidance on this.
