I don't think it has much to do with the rules. Var is beyond comtempt
Look at that foul on Walcott (I think) this weekend. Pen wasn't given, and nobody even discussed the fact that when Lascelles missed the ball completely, he landed on it and it clearly hit his hand.
THe only debate was is if he played the ball (which he didn't).
It was a penalty on handball and the foul.
