Locking down the parts of the country that needed locking down

While simultaneously not locking down the parts of the country that didn't really need locking down apparently too complex for the UK :-/

The SAGE advice regarding a 2 week circuit breaker was that it would effectively delay the pandemic by 4 weeks and would involve placing restrictions on areas were there were minimal levels of infection.
