To push through deeply unpopular changes in a democracy, you need exceptional circumstances. If we dont introduce X, you might all die. In the ensuing tide of panic, people will let "emergency powers" be used to abolish/change things that in normal times would NEVER be acceptable.
That's what's happening here. In normal times, these proposals would have no chance of receiving sufficient support. But right now, many clubs have no alternative. They've been leaking money for months and months now. The lock down is not easing, its getting worse, and could stretch on for much much longer. The transfer window will shortly close, so clubs will soon have no way of raising emergency cash.
This is the perfect time to release these proposals. Many clubs have absolutely no alternative. A gun is against their head.
There is no good way out of this. If the proposals are rejected, many clubs will probably fold. If they are accepted, then in 2 years time the big clubs will savage our game with all sorts of things they've wanted for ages. B teams in our leagues. Scrapping competitions they dont care about. 18 team prem, so they have more space to play lucrative friendlies. Restricting changes in ownership as they see fit. Relaxing ownership rules on "feeder clubs". And over time, the 25% revenue share will of course fall very soon to a far lower level, possibly zero. Changes to the underlying split of TV money, so more goes to the Big 6. More space for a Euro league.
The game as we know it is f**ked either way.
