Send the following signals:
- even serious breaches will end up receiving a token fine (in the context of mega rich clubs spending money like water).
- therefore, spend as much as you like and accept the fine as a cost of doing business.
Which basically means that mega rich clubs funded by petromoney and oligarchs can continue winning everything forever by creating infinite budgets.
