There's nothing in the rules about this sort of situation so anything they agree to do will be on the basis of consensus, or at least agreeing that the decision taken won't be litigated.

The more problematic issue would be if we didn't let anyone up from the EFL (or send anyone down to backfill those coming up, unless everyone cans relegation through the leagues).
