It's not really to do with crowds, its more to do with the time needed for clubs

to prepare and restructure themselves for the oncoming season; budgeting, contracts, sponsors and squad restructuring are going to affect all clubs not just those relegated and promoted clubs. Just my opinion based on my limited knowledge (virtually null) of what is required to run a professional football club season to season.
