Dilemma: to snitch or not to snitch

Just saw a young bloke plough his scooter through someone's garden hedge, drag it and ride off like a scalded cat.

He was going way too fast, failed to take a bend, hit the kerb and smashed into, and mostly through, the hedge.

What would you do? I have his reg number.
