A matter of practice
You get used to looking at the computer screen but having your hand on Wacom. If the nib is near the tablet but not touching, the screen pointer follows it. So if you just raise the tip a few mm off the surface but are still resting your hand on the it, you can slide your hand over the pad and the pointer follows it on the screen. So moving the pen around without drawing is much like moving a mouse. However, when the nip is touching, I find it much much easier to draw with than a mouse it's much more fine control and more natural.
True, using an ipad/android tablet with a stylus is the mosts natural, but if you want to use a large screen with more resolution, the Wacom is better.
