I think the latter of those two options

Sales fell - free news online a major reason obviously - cuts took place, sales fell more, more cuts etcetc. A vicious circle.

Reporters and photographers now cut to the bone, very little of the type of journalism there used to be, smaller papers, higher prices.

The bigger tragedy is the Evening News, which effectively died when they changed its deadline from the morning / lunchtime to the night before. Now it's just a flimsy rehash of the EDP.
