I guess the trouble is...

most of these dodgy owners acquire clubs when the clubs are already in the financial sh*t and there are no other buyers around.
So the EFL is faced with the situation of approving the shady buyer who MIGHT f*** the club over somewhere down the line or find themselves having to deal there and then with a club that is effectively already f***ed over.
