I’d agree with that. Maybe change the game a bit to add a couple of subs and then

allow two challenges per half and if you lose the challenge you lose a substitute.

Having 5 subs is ok for me anyway as it allows more players to get some game time and a bit of rest for players who need it.

If you’ve used all your subs you can’t challenge any more. Something like that.
