Spending the money preemptively incurs big interest charges from the banks (see one of Webber's interviews).
They have already spent a fair chunk of the money on bonuses, the bond, and pay rises for the current playing squad.
Again, Farke and Webber are repeatedly talking about improving infrastructure over expensive recruits. This covers a wide range of things, but would look to be stuff which will improve the facilities (training, physio, maybe some match day stuff at the ground).
There's been a few reports recently talking about staged payments for players, Doubtlessly we're still doing some of that stuff (although hopefully not still Naismith and wildschut...).
Spending on players to avoid the tax would be insane. The long term liabilities far outweigh any money saved.
20 mil, seems about right. Even if it is a negotiating tactic it won't be wildly more than that ballpark.
