If you know some German it helps.
Speaking English and German I can understand most of a Dutch newspaper. Or if not most, lots.
I’d suggest finding a friendly Dutch speaker and taking it from there because evening classes / GCSE is very unlikely. If you’re in Norwich Louis’ Deli (now called Les Garrigues I think) on Upper St Giles does languages chat afternoons which doesn’t include Dutch but might be able to put you in contact with some Dutch speakers. Maybe, I don’t know.
