I think that's probably a bit of a perception issue

Big clubs tend in general to boss games and thus have more things to be 'given'. So even if they have as many things 'missed' as smaller clubs they still get more given so you don't notice.
e.g. big club has 4 incidents, 2 given and 2 not given and the smaller club 2 incidents, both not given. Both have had two not given but smaller club's are noticed because they got nothing, the big club's missed ones probably aren't because they did get two others and probably won the game.
Small clubs will get more penalties, say, from VAR, but I suspect so will big clubs. Possibly more since they generally do more attacking.
