This isn't a binary argument.

The referendum needs a choice between leave and stay then irrespective of this if leave wins a set of options with the consequences of each explained.

If 52 vote leave again the government then have a clear mandate for the most popular scenario and nobody can say "Brexit means Brexit"

Imagine how much easier Dr Johnson's dictionary would've in TM's hands. "Cat means Cat"
