I don;t hjave a problem with licences for specific industry uses but

no leisure flying (not needed) and no ability to buy from shops.

You can buy quite large, drones that could easily be used to cause problems or for terrorism in high street shops. That's ridiculous. No point saying no use with 1km of airports, just don;t let people have them unless they are licenced and we know who they are.

That said this incident does seem to be something above and beyond a couple of kids flying their drones irresponsibly.
