Not sure it's such a good idea

I think you'll see fewer youths going through the top academies (so fewer being exposed to top class training) and more youths being released early as duds when a club might otherwise have kept them on longer and loaned them out to see how they develop.

Now whether thats a price worth paying to give smaller clubs a chance to pick some of these players up themselves/depress wage inflation at the youth level I dont know, but it does seem a bit sledge-hammer-to-crack-the-Chelsea-nut.

(And there must be other ways to avoid address the Chelsea scenario, eg unlimited/higher limits for youths that have come through your own academy vs players you've bought on the open market simply with a view to loaning and selling on later)
