Why was he not “very busy.” These situations can arise in all manner of ways in organisations. Every firm I ever worked at had serious rivalry/politics between those in senior positions with people manoeuvring constantly.

I didn’t say which of the two (extreme) positions I set out I think is most likely by the way.
