There is definitely the possibility that she isn't really dead.

Also I think the briefcase guy is a red herring and the papers story will stack up. It's bigger than that.

I'm not ruling out that the female bodyguard was the bomber. Budd said "What did she say?" when being interviewed before being told she was dead. There is something in that.

Also, another option, Budd himself is the target, not the Home Secretary.
