Sadly I think events like this are only going to become more common.
There's no longer the funding or the inclination to maintain such vast amounts of infrastructure.
The USA, for example, underwent a massive program of improvements on their roads in the 50's through 70's, creating the Interstate network. Many of the bridges and tunnels in that time have been drastically, chronically underfunded ever since. I drove past sections of I-10 in Louisiana when I was there that parts of had simply fallen in the swamp underneath it.
And unfortunately, where there's large amounts of money being shuffled about for upkeep of such massive structures, such as the Genoa bridge, you can only expect a certain level of corruption to siphon off a large portion of it too.
